Better hang on to your Depends. This is just a tub that can be filled with water to check leaks in inner tubes. Most tires don't have inner tubes any more, so this is a very old tool.

My curiosity made me google this to find out about this company. And I discovered it's for 'inner' tubes (but good try, Andy!!)
A very odd sign to those of us not in the know. And the surface of the sign is an odd shape too.
