No, BIll and Photo Cache, I think this translates as, "The village is the Revolution", meaning the common people are the heart of the revolution. This works in Cuba, but not so much in the U.S.

A sign which points to the crux of any revolution it would seem. Great find!
This seems to be quite a challenging sign seeking some kind of recognition for the area.
