  3. That's almost crawling speed. Here we have 40km (about 25 miles) near school zones during certain times of the day, about 1 hour before and after school starts and ends.

  8. So... apparently it is only the "caution children" who are going 10 MPH. The "having-thrown-all-caution-to-the-wind children" must be going faster.
