Is the second one tied so it won't run away?
No, that's a fallen flag pole so the hydrant can be found if buried in snow. Fortunately most of our snow melted this weekend. (I'm back at home.)
Hmm, a fallen flag pole won't help much with finding the hydrant ;-)Hope the weather get's more spring-like at your place the next days - we don't have snow any more but temperatures dwell around the freezing point, :-(
Should be a warming trend this week and next, but spring snow is not uncommon. Was 17 F this morning, but sunny so there's hope.
